City of San Leandro <br />Housing Element Update (2015-2023) Project <br />Initial Study and Environmental Checklist <br />Project would enable the City of San Leandro to meet its housing needs required by State law and facilitate <br />future development to meet the needs of at -risk populations by providing housing types designed for these <br />groups consistent with the City's 2015-2023 General Plan Housing Element. Additionally, future potential <br />development that could occur under the proposed Project does not include any land use or zoning changes <br />that would re -designate land uses or zoning districts. Therefore, there would be no impacts regarding con- <br />flicts with applicable plans, policies, or regulations. <br />c) Conflict with any applicable habitat conservation plan or natural community conservation plan? <br />As discussed above in Section IV.f above, there are no habitat conservation plans or natural community con- <br />servation plans within the city limits, therefore implementation of the proposed Project will not conflict with <br />any such plans. Consequently, there would be no impact. <br />Neither the State Geologist nor the State Mining and Geology Board has classified any areas in San Leandro <br />as containing mineral deposits which are of statewide significance or the significance of which requires fur- <br />ther evaluation. The only rock quarry within the SOI, located east of the city limits on Lake Chabot Road, <br />ceased operation in the 1980s.34 Additionally, the proposed Project only identifies sites suitable for residential <br />development that are currently zoned to allow residential uses, and does not itself propose specific develop- <br />ment nor does it permit development to occur. As a result, it would not result in the loss of known mineral <br />resources or substantially limit the availability of mineral resources over the long term.
