SAN LEANDRO SHORELINE DEVELOPMENT DRAFT EIR <br />CITY OF SAN LEANDRO <br />GREENHOUSE GAS EMISSIONS <br />On July 17, 2008, the California Building Standards Commission adopted the nation's first green building <br />standards. The California Green Building Standards Code (Part 11, Title 24, known as "CALGreen") was <br />adopted as part of the California Building Standards Code (Title 24, CCR). CALGreen established planning <br />and design standards for sustainable site development, energy efficiency (in excess of the California <br />Energy Code requirements), water conservation, material conservation, and internal air contaminants. 32 <br />The mandatory provisions of the California Green Building Code Standards became effective January 1, <br />2011, and have since been updated in 2013 and became effective January 1, 2014. <br />2006 Appliance Efficiency Regulations <br />The 2006 Appliance Efficiency Regulations (Title 20, CCR Sections 1601 through 1608) were adopted by <br />the CEC on October 11, 2006, and approved by the California Office of Administrative Law on <br />December 14, 2006. The regulations include standards for both federally regulated appliances and non - <br />federally regulated appliances. Though these regulations are now often viewed as "business as usual,' <br />they exceed the standards imposed by all other states, and they reduce GHG emissions by reducing <br />energy demand. <br />Local Regulations <br />City of San Leandro Climate Action Plan <br />The City of San Leandro prepared a Climate Action Plan (CAP) that was adopted on December 21, 2009.33 <br />The CAP guides the City of San Leandro towards a sustainable future that reduces GHG emissions from <br />current levels, while promoting economic prosperity for present and future generation. To achieve the <br />City's vision, the City's CAP includes municipal and community emissions inventories for 2005 and 2020 <br />forecasts; a GHG reduction goal to reduce GHG emissions by 25 percent below 2005 level by 2020; and <br />GHG reduction measures to achieve the City's GHG reduction target. The GHG reduction measures <br />include measures to reduce energy use in buildings, transportation emissions, solid waste disposal, and <br />GHG emissions from municipal operations. The City has been tracking and monitoring GHG emissions in <br />the City in accordance with the goals of the CAP. The last progress report on the City's CAP was prepared <br />in 2013.34 <br />City of San Leandro Municipal Code <br />The City of San Leandro Municipal Code contains ordinances for the City. Title 3, Chapter 3-7, <br />Construction and Demolition Debris Waste Reduction and Recycling Requirement, establishes regulations <br />to comply with the California Waste Management Act of 1989. The City of San Leandro has adopted <br />construction and demolition debris diversion requirements that are consistent with the new requirements <br />under CALGreen for mandatory construction recycling. Construction and demolition debris recycling <br />requirements vary by project type.
