SAN LEANDRO SHORELINE DEVELOPMENT DRAFT EIR <br />CITY OF SAN LEANDRO <br />GREENHOUSE GAS EMISSIONS <br />■ Require "beyond compliance" as a condition for approving new construction. Since adoption of the <br />City's CAP, the California Energy Commission (CEC) has updated the Building and Energy Efficiency <br />Standards. If constructed today, development allowed by the Project would achieve the 2013 Building <br />and Energy Efficiency Standards. The 2013 Building and Energy Efficiency Standards are 25 percent <br />more energy efficient for residential buildings than the 2008 standards, which are 15 percent more <br />energy efficient than the 2005 standards. <br />■ Establish mandatory green building ordinance for private new construction. Since adoption of the <br />City's CAP, the State of California has promulgated the California Green Building Standards Code <br />(CALGreen). In addition to the increase building energy efficiency described above, CALGreen requires <br />consideration of other sustainable features into the design of a project. <br />■ Improve bike routes for safety. The Project would result in several bikeway and pedestrian trail <br />improvements along the shoreline. One of the primary objectives of the Project would be to enhance <br />connections between the shoreline and the San Francisco Bay Trail. The Project would improve non - <br />motorized access to the harbor and would develop a Class I bicycle facility along the waterfront. In <br />addition, the Project would include a pedestrian/bicycle bridge across the existing harbor entrance. <br />■ Improve crossings for pedestrians and cyclists at intersections in the City. The Project would ensure <br />that intersection crossings would allow for safe crossings of pedestrians and bicyclists. Furthermore <br />the Project would be to enhance connections between the shoreline and the San Francisco Bay Trail. <br />In addition, the Project would include a pedestrian/bicycle bridge across the existing harbor entrance <br />to improve pedestrian/bicycle crossing. <br />■ Increase urban forest canopy. Many of the existing trees will remain in place. Individual land uses <br />within the Project site are required by the City to prepare and implement a landscaping plan that <br />would include tree planting to improve/increase the urban forestry canopy. The City requires parking <br />lot trees (1 tree per 6 stalls) and would require adherence to Article 19, Landscaping Requirements, of <br />Zoning Code. <br />■ Consider a mandatory curbside recycling and composting programs. The City of San Leandro has <br />implemented a recycling program available to residents and business within the City. In addition, <br />Assembly Bill 341 (AB 341) (2011), which is identified in CARB's 2008 Scoping Plan, requires <br />mandatory commercial recycling to meet the waste diversion goals. Senate Bill 1018 (SB 1018) (2012) <br />also requires that business that generate 4 cubic yards of more of commercial solid waste per week <br />arrange for recycling service. Tenants within the Project are required to implement a commercial <br />recycling program for recycling. <br />The Project includes the design features above that would reduce Project -related GHG emissions and <br />would ensure that the Project would not interfere with the City's ability to implement the actions in the <br />CAP. Therefore, this impact is considered less than significant. <br />Conclusion <br />Implementation of the Project policies as well as compliance with applicable State standards listed and <br />described above would ensure consistency with State and regional GHG reduction planning efforts. <br />Therefore, this impact would be less than significant. <br />PLACEWORKS 4.6-23 <br />
