EXHIBIT 1 <br /> SAN LEANDRO 2035 GENERAL PLAN UPDATE <br /> AMENDMENT NO. 1 TO CONSULTING SERVICES AGREEMENT (CSA) BETWEEN <br /> THE CITY OF SAN LEANDRO AND THE PLANNING CENTER I DC&E TO ADD AN <br /> ECONOMIC DEVELOPMENT ELEMENT <br /> Scope of Work <br /> Task 6.2.1 Economic Development Element <br /> Task 6.2.1(a): Develop Outline of New Economic Development Element <br /> Barry Miller will prepare a proposed outline and organizational framework for <br /> the new Economic Development Element. The outline will identify major topic <br /> areas and headings, possible goals, and the logistics of how the Element will <br /> relate to other elements of the General Plan, especially the Land Use Element. <br /> Following completion of the memo, Barry Miller will attend a meeting with City <br /> staff to receive feedback. Revisions will be made as appropriate. <br /> Task 6.2.1(b): Stakeholder Outreach and Input <br /> The existing(General Plan)work scope did not envision a focused effort on <br /> economic development, or deeper participation of business stakeholders than <br /> would be expected in a traditional General Plan. This task would go beyond the <br /> previously approved outreach scope and enable a more robust engagement <br /> program targeted to business organizations and individuals. This would include <br /> the following components: <br /> Barry Miller will attend two stakeholder"focus" group meetings consisting of <br /> representatives of various businesses and economic development advocacy <br /> organizations. These would be similar to the stakeholder meeting that was held <br /> for the Housing Element. The same group would be convened twice—first to <br /> discuss issues and potential policies, and second to review the draft Element and <br /> provide feedback to staff and the consultant. <br /> In addition,this task includes an allotment of 20 hours of Barry Miller's time for <br /> attendance at meetings with representatives of the business community,such as <br /> the Chamber of Commerce, Chamber of Commerce Land Use Committee, <br /> Amendment No. 1 to CSA between City of San Leandro and Planning Center I DC&E Page 1 <br />
