Downtown Business Association, Industrial Roundtable, Asian Chamber of <br /> Commerce, African American Business Council, and Hispanic Business Council. <br /> While these groups are on mailing lists for the existing General Plan Update,the <br /> current scope did not envision meetings specifically targeted to these groups. <br /> The expanded scope would enable stakeholder meetings, briefings, and other <br /> meetings to solicit input from these groups. <br /> Task 6.2.1(c): Restructuring of the Land Use Element <br /> The 2002 General Plan did not include a stand-alone Economic Development <br /> Element, but it addressed economic development issues in the Land Use <br /> Element. The Land Use Element includes a "Business and Industry"sub-element <br /> that addresses many of the issues typically associated with an Economic <br /> Development Element, including business image, economic diversification, <br /> telecommunication infrastructure, retail mix, visitor services, marketing, and <br /> business assistance. However,the Element is heavily place-based, and is <br /> organized by geographic area and land use (e.g., downtown, retail areas, <br /> industrial areas, marina,etc.) rather than by topic or issue. <br /> To avoid redundancy between the Elements,the Land Use Element will need to <br /> be heavily edited to focus more on spatial issues and land use matters. Narrative <br /> text and policies addressing citywide issues and economic matters will be edited <br /> out.This material will be woven into the new Economic Development Element. <br /> Removing this material from the Land Use Element may require a restructuring <br /> of other parts of the chapter to ensure that it is balanced and does not appear to <br /> focus only on residential areas. In addition,the discussion of"Focus Areas" <br /> section of the Land Use chapter of the existing General Plan will need to be <br /> heavily edited so that the narrative text does not repeat recommendations and <br /> directives that also appear in the Economic Development Element. It is possible <br /> that additional sub-headings may need to be added to the Land Use Element <br /> addressing other land use categories such as public uses and open space uses, <br /> given the diminished focus on business and industry in this chapter. <br /> Task 6.2.1(d) Drafting Narrative Text for the Economic Development Element <br /> Barry Miller will draft narrative text for the Economic Development Element. It <br /> is assumed that the work completed by Strategic Economics under the General <br /> Plan scope will provide sufficient data, context, and findings to provide the basis <br /> for this Element. In addition,the narrative text in the December 2013 Economic <br /> Amendment No. I.to CSA between City of San Leandro and Planning Center I DC&E Page 2 <br />
