City of San Leandro <br />Meeting Date: June 15, 2015 <br />Staff Report <br />File Number: 15-279 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.G. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution to Award a Construction Contract to Ray's <br />Electric for the Accessible Pedestrian Signals (APS) Upgrade 2012, Project <br />2012.0220 <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for the installation of Accessible Pedestrian Signals (APS) and <br />handicapped ramps at fifteen signalized intersections, a Rectangular Rapid Flash Beacon <br />(RRFB) on Wicks Boulevard, and speed feedback signs on Lake Chabot Road. <br />Staff recommends award of a construction contract to the low Bidder, Ray's Electric, in the <br />amount of $371,000.00 for the subject work of the Base Bid. <br />BACKGROUND <br />Funded by the Federal Transportation Administration (FTA), the New Freedom grant provides <br />additional tools to assist Americans with disabilities as they overcome barriers to full <br />participation in their communities. Lack of adequate transportation is a primary barrier for <br />individuals with disabilities as they seek full integration into the work force. <br />The City of San Leandro was awarded $130,987 of New Freedom Grant funds through the <br />FTA in May 2012 to install APS devices at thirteen signalized intersections. In response to <br />citizen requests, staff expanded the project to cover fifteen signalized intersections. <br />Accessible pedestrian signals are devices that communicate information about the WALK and <br />DON'T WALK intervals at signalized intersections in non -visual formats (i.e., audible tones <br />and vibrotactile surfaces) to pedestrians who are blind or who have low vision. Accessible <br />curb ramps meeting the current standards will be installed at all intersections receiving the <br />APS equipment. <br />Two traffic safety enhancement projects will also be constructed under this contract.
