Prior to construction, the project engineer shall <br />ensure that all demolition and grading plans clearly show the <br />requirement for EPA Tier 3 or higher emissions standards and Level <br />3 diesel emissions control for construction equipment over 50 <br />horsepower. During construction, the construction contractor shall <br />maintain a list of all operating equipment in use on the Project Site <br />for verification by the City of San Leandro Building Official or their <br />designee. The construction equipment list shall state the makes, <br />models, and numbers of construction equipment on-site. Equipment <br />shall properly service and maintain construction equipment in <br />accordance with the manufacturer’s recommendations. <br />Construction contractors shall also ensure that all nonessential idling <br />of construction equipment is restricted to five minutes or less in <br />compliance with California Air Resources Board’s Rule 2449. <br />AIR-6. Operation of the Project would not expose <br />sensitive receptors to substantial concentrations of air <br />pollution. <br />LTS N/A N/A <br />AIR-7. Proposed development could adversely affect the <br />monarch butterfly winter roosting habitat if adequate <br />controls on tree removal and pruning are not <br />implemented. <br />S BIO-1A: Ensure Protection of Monarch Butterfly Colony. Proposed <br />development shall be designed to avoid adverse impacts on <br />monarch butterfly winter roosting habitat, including controls on <br />removal and pruning of trees in the southeastern portion of the <br />Project site where the monarch butterfly overwintering colony is <br />located. A Monarch Butterfly Roosting Habitat Protection Program <br />(MBRHPP) shall be prepared by a qualified biologist and ensure <br />adequate avoidance and protection of the winter roosting colony, <br />consistent with the intent of Section 4-1-1000, Interference with <br />Monarch Butterflies Prohibited, of the San Leandro Municipal Code. <br />LTS
