EXHIBIT A <br /> INTRODUCTION <br /> The City plans to fill the eastern third of the former polishing pond to create a 1-acre equipment storage <br /> area at its Water Pollution Control Plant. Fill will comprise approximately 16,000 cubic yards of soil currently <br /> stockpiled at the WPCP drying bed area (spoils from the construction of the WPCP rehabilitation project). <br /> Recently geotechnical and soil stabilization studies were conducted on the spoils and sludge in the former <br /> polishing pond and results were discussed with the Regional Water Quality Control Board (RWQCB). <br /> RWQCB suggested collecting water quality data in the vicinity of the former polishing pond. An initial water <br /> quality assessment was completed in March 2015 and a Plan of Action dated March 31, 2015 outlining the <br /> next steps needed to determine the water quality in the area of the former polishing pond was submitted to <br /> the RWQCB, <br /> The purpose of the Agreement is to implement the Plan of Action approved by the RWQCB. <br /> SCOPE OF SERVICES <br /> Consultant will conduct the following activities to implement the Plan of Action. <br /> Task 1 — Research local water quality data to identify data results which can be used to assess <br /> ambient water quality in the area of the sludge ponds: <br /> Contact the Port of Oakland and Regional Water Quality Control Board staff to obtain the most recent data . <br /> for the surface water sampling point referred to as SW-2 located at the Galbraith Golf Course, and conduct <br /> research of local data within the San Francisco Estuary Institute (SFEI) CD3 website database. <br /> Ambient data will be summarized and used for comparison purposes along-side the new water quality data <br /> to be collected during this work. Consultant will also research current water quality goals for comparison <br /> purposes. <br /> Task 2—Water depth readings and purging wells MW-1 and MW-4: <br /> Initially the well caps will be opened and Consultant will measure the depth to water below the existing top <br /> of well casings. At this same time the depth of water in the sludge pond near the depth gauge will be <br /> measured. The wells will then be purged up to 3 well casing volumes of water from the wells using new <br /> disposable bailers. Purged water will be added to the onsite waste storage drum located near well MW-4. <br /> During well purging, water quality parameters will be measured and recorded. <br /> Once water levels recharge to within 80 percent of their initial volume, Consultant will collect samples from <br /> the wells using new disposable bailers. Consultant will also collect former polishing pond water samples. <br /> The water samples will be retained in laboratory pre-cleaned containers which will be uniquely labeled and <br /> placed on ice, pending delivery to the laboratory. <br /> Task 3— Laboratory testing, data tabulation and evaluation: <br /> The testing program for the well and pond samples will include the following. The samples will be tested on <br /> a normal turn around basis (7 working days)for the following analytical suite: <br /> • Metals by EPA Methods 200.7/8 and 6010 with and without filtering. <br /> • TPH diesel and motor oil range by EPA 8015. <br /> • TPH gasoline range by EPA 8260. <br /> • Volatile Organic Compounds by EPA 8260, low detection limits. <br /> Amendment No. 1 to Consulting Services Agreement between <br /> City of San Leandro and Carollo Engineers, Inc.
