City of San Leandro <br />Meeting Date: October 5, 2015 <br />Staff Report <br />Agenda Section:File Number:15-521 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Re-Appropriating Capital Funds for Existing <br />Projects and Purposes <br />SUMMARY AND RECOMMENDATIONS <br />It is recommended that the City Council appropriate capital funds for existing projects in an <br />amount that matches remaining appropriations that have expired and were returned to fund <br />balance. <br />Staff recommends appropriating capital funds for the existing projects for the purposes listed <br />herein. <br />BACKGROUND <br />Capital funds are appropriated by the City Council via adoption of the annual budget or via a <br />project specific resolution. Section 520 of the San Leandro Municipal Code specifies that <br />appropriations of capital funds may be carried forward for not more than five fiscal years. <br />Analysis <br />The projects listed below were originally funded more than five years ago, and for the reasons <br />discussed below, are still in progress. Completion of these projects as originally envisioned <br />requires the City Council to re-appropriate funds in the budget. To the extent that these <br />projects have grant funding, failure to complete the projects would require returning the entire <br />grant amount, not just the remaining unspent portion of the grant, to the grantor. <br />The East 14th Street/Hesperian Boulevard/150th Avenue Improvement project, commonly <br />referred to as the East 14th Street Triangle project, will add a second left turn lane on <br />Southbound East 14th Street at 150th Avenue, along with new landscaping within the triangle <br />formed by the three streets listed above. The design of this project is approximately 65% <br />complete. This project was recently delayed so that staff could work on the Siempre Verde <br />Page 1 City of San Leandro Printed on 9/29/2015
