City of San Leandro <br />Meeting Date: October 5, 2015 <br />Resolution - Council <br />Agenda Section:File Number:15-559 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION Authorizing A Sole Source Procurement To Match Existing <br />Equipment Servicing Of The Police Department’s Fleet And Authorizing The <br />City Manager To Execute A Non-Professional Services Agreement(S) For A <br />Not To Exceed Amount For Fiscal Year 2015-16 Of $240,000, And For <br />2016-17 Of $243,600 With Priority 1 Public Safety Equipment Installation, <br />Incorporated For Maintaining, Servicing And Outfitting Of Police Vehicles. <br />WHEREAS, the City annually replaces police vehicles according to a replacement <br />schedule; and <br />WHEREAS, the City Council adopted Resolution No. 2014-046 that approved a budget <br />adjustment in the amount of $300,000 for the Police Department to add additional vehicles to <br />its <br />aging fleet, and $160,000 from the fiscal year 2013 - 14 adopted budget was carried over to <br />fiscal year 2014- 15; and <br />WHEREAS, the City Council adopted Resolution No. 2015- 074 that approved and <br />authorized the leasing portion of the second phase of the pilot program for police vehicles; <br />and <br />WHEREAS, staff proposed procuring 15 vehicles to replace its fleet; and <br />WHEREAS, staff included local dealerships in the competitive bid process and the total <br />amount of the purchase did not exceed $460,000; and <br />WHEREAS, staff identified PNC, which is a lending company that offered the lowest <br />financing rate from all lending companies solicited, and thereafter entered into a lease <br />financing agreement with PNC; and <br />WHEREAS, staff has identified a service provider that can outfit to police <br />Page 1 City of San Leandro Printed on 9/29/2015
