Work Program/Project Schedule <br />Proposal for San Leandro Creek Trail Master Plan <br />• Implementation plan for each identifi ed <br />segment <br />• Trail standards (design guidelines for <br />off-street facilities) <br />• On-street design standards <br />(for on-road alternatives) <br />• Intersection and roadway crossing standards <br />(for areas where the trail must cross vehicular <br />traffi c). There are street crossings likely to be <br />proposed along the proposed trail. Street <br />crossings need to be carefully considered, <br />due to potential confl icts with motor vehicles. <br />Appropriate crossings will be recommended <br />for each of the locations where the trail <br />must cross traffi c. This will include analyzing <br />a variety of measures, from simple measures, <br />such as crosswalks, to more elaborate <br />options ranging from traffi c signals to grade <br />separated bridges. It will also include <br />proposed traffi c control concepts. <br />• Signage/wayfi nding/placemaking: We will <br />recommend the placemaking for the San <br />Leandro Creek Trail; establishing a vision for <br />the system will be the fi rst step, incorporating <br />the public input, the existing public art <br />programs and schemes in the Cities, and the <br />history, culture and ecology of San Leandro <br />Creek. Then we will identify a formal system <br />name, font, colors, recommendations for <br />layout and usage, materials, and forms. The <br />program will likely consider, at a minimum, <br />welcome signs, identity signs, wayfi nding <br />maps, direction signs at decision points, <br />confi dence/mile markers, and paving <br />markings; and a placement guidance plan <br />will also be established. <br />• Environmental Opportunities: We will make <br />sure to not harm the existing creek area, and <br />will also indicate areas where the creek can <br />be improved in the future. The San Leandro <br />Creek Corridor has the potential to benefi t <br />the environment in a multitude of ways. The <br />project will be planned and designed (and <br />ultimately operated) in close coordination <br />with the Alameda County Flood Control <br />District, which has jurisdiction over most <br />of the corridor. The needs for water <br />quality enhancement, restoration, habitat <br />protection, and open space preservation <br />will be considered, while also meeting <br />transportation needs. <br />• Funding and Implementation Plan: A plan <br />for fundable, high-priority projects for the <br />short term will be developed, along with an <br />unconstrained implementation plan for the <br />long term. Implementation through grant <br />opportunities is typically recommended <br />instead of using City General Fund revenues, <br />where possible. We will include funding <br />strategies and recommendations to guide <br />implementation. This will include ongoing <br />operations and a maintenance strategy <br />The preliminary draft plan will be submitted fi rst <br />to the City staff, and then to project partners <br />as directed by City staff. Once revisions have <br />been made, a formal draft will be submitted to <br />key agencies and the public for formal review <br />and comment.
