City of San Leandro <br />Meeting Date: December 21, 2015 <br />Staff Report <br />Agenda Section:File Number:15-683 CONSENT CALENDAR <br />Agenda Number:8.L. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Lianne Marshall <br />Assistant City Manager <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving the San Leandro Police Management <br />Association (SLPMA) Memorandum of Understanding <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution ratifying the Memorandum of <br />Understanding (MOU) between the City of San Leandro and the San Leandro Police <br />Management Association (SLPMA) for the period covering July 1, 2015 through December <br />31, 2019. <br />BACKGROUND <br />The San Leandro Police Management Association (SLPMA) is the bargaining unit for the <br />ranks of Captain and Lieutenant, and represents eight (8) full-time, sworn management <br />employees. The City and SLPMA negotiators reached a tentative agreement, which presented <br />to the City Council for its approval. The proposed MOU may be subject to administrative <br />corrections for clerical purposes as necessary. <br />Analysis <br />The City and SLPMA have reached a tentative agreement based on the terms negotiated. <br />The major elements of the tentative agreement include the following: <br />Term <br />The proposed term of the MOU is July 1, 2015 through December 31, 2019 (4.5 years). <br />Wages <br />Wage increases will be effective as follows: <br />·Effective January 1, 2016, a three (3%) percent salary increase. <br />·Effective January 1, 2017, a three (3%) percent salary increase. <br />Page 1 City of San Leandro Printed on 12/15/2015
