<br />77 SECTION 5: EVALUATION PROCESS | 2014_0122 <br /> <br />Phase II - Evaluate Responses. Only those responses found to be responsive under Phase I will be considered in <br />Phase II. The Lead State may request clarification from one or more responders. The responses must be made in <br />writing as the Lead State will only use what is in writing for evaluation purposes. The response to the request for <br />clarification may be considered along with the original response for the evaluation. <br />However, the Lead State reserves the right to make an award without further clarification of the responses received. <br />Therefore, it is important that each response be submitted in the most complete manner possible. <br />Responses will be rated as follows: <br /> Acceptance of Terms & Conditions 50 Points <br /> Accessibility 50 Points <br /> Environmental 50 Points <br /> Qualifications 75 Points <br /> Business 125 Points <br /> Customer Support 150 Points <br /> <br /> Cost Component 500 Points <br /> <br /> TOTAL 1000 Points <br /> <br />As indicated above, points will be awarded based on the level of acceptance of the Terms and Conditions as specified <br />in this RFP. Acceptance of all terms and conditions will result in the award of the maximum points available. <br />Responders should note that the State reserves the right to pursue negotiations on any exception taken in Phase III. <br />Responders should also note that the awarding of points does not automatically mean that the State has accepted the <br />Responder’s proposed language. <br /> <br />Phase III - Select Finalists. Only those responses that are found to be responsive under Phases I and II will be <br />considered in Phase III. <br /> <br />The Lead State reserves the right to request oral presentations, and/or Best & Final offers by the responders and the <br />opportunity to interview key personnel during Phase II and/or III. The Lead State reserves the right to select the <br />number of responders for the Best & Final offer, oral presentations, and/or to enter into negotiations. The evaluation <br />scores may be revised as a result of the responses to the oral presentations, Best & Final Offer, and/or negotiations. <br />The award of this solicitation will be based upon the total accumulated points as established in the RFP, for separate <br />items, by grouping items, or by total lot, and where at its sole discretion the State believes it will receive the best <br />value. The Lead State reserves the right to award this solicitation to a single responder, or to multiple responders, <br />whichever is in the best interest of the Lead State. The Lead State reserves the right to accept all or part of an offer, to <br />reject all offers, to cancel the solicitation, or to re-issue the solicitation, whichever is in the best interest of the Lead <br />State. <br /> <br />The Sourcing Team will make recommendations on the award of this RFP. The commissioner of Administration or <br />designee may accept or reject the recommendation of the Sourcing Team. The final award decision will be made by <br />the Commissioner of Administration and provided to the WSCA-NASPO Management Board for approval. <br /> <br />Phase IV. Sign Master Agreement with Awarded Vendor. <br />
