4 SECTION 1: SCOPE OF WORK | 2014_0122 <br /> <br />SECTION 1: SCOPE OF WORK <br /> <br />A. INTRODUCTION <br /> <br />The State of Minnesota, Department of Administration, Materials Management Division is requesting proposals on behalf <br />of the State of Minnesota and WSCA-NASPO Cooperative Procurement Program (“WSCA-NASPO”). The purpose of this <br />Request For Proposal (hereafter called the RFP) is to establish Minnesota WSCA-NASPO Master Agreement(s) with <br />qualified manufacturers for Computer Equipment (Desktops, Laptops, Tablets, Servers, Storage and Ruggedized <br />Devices including related Peripherals & Services). <br />This RFP describes a relationship to be established between the Lead State and a responder and also specifies <br />contractual conditions and details the basis for the responses, the subsequent review, and the final selection process. <br />Detailed Contract obligations and measures of performance may be further defined in the final negotiated Contracts. The <br />RFP shall not be construed to limit the Lead State’s right to issue or not issue any Contract, to reject all proposals, or to <br />negotiate with more than one responder. <br /> <br />Sealed responses must be received in the office of the Director of the Materials Management Division and time-stamped <br />no later than the date and time specified, at which time the names of the vendors responding to this RFP will be read. <br />Late responses cannot be considered. The laws of Minn. Stat. Ch. 16C apply to this RFP. <br />For the purpose of this RFP, there are six product bands identified below which may be awarded. Responders must only <br />respond to Bands in which they manufacture the defined product. The State of Minnesota intends to establish multiple <br />awards per band. The State of Minnesota reserves the right to eliminate any bands from the final award. <br /> <br />Band 1: Desktop <br />Band 2: Laptop <br />Band 3: Tablet <br />Band 4: Server <br />Band 5: Storage <br />Band 6: Ruggedized Devices <br /> <br />The Master Agreement(s) resulting from this RFP will replace the current State of Minnesota WSCA/NAPSO PC <br />Contracts awarded in 2009. Information on these contracts is available at http://www.mmd.admin.state.mn.us/wsca/2009- <br />2014_contracts.asp. <br />All authorized governmental entities in any State are welcome to use the resulting Master Agreements through WSCA- <br />NASPO with the approval of the State Chief Procurement Official. Upon final award of the overarching Master <br />Agreements, Contract Vendors are able to sign Participating Addendums (PA) at the option of Participating States. <br />Participating States reserve the right to add State specific terms and conditions and modify the scope of the contract in <br />their Participating Addendum as allowed by the Master Agreement. <br /> <br />This RFP will result in a Master Agreement. The Master Agreement contract terms will begin on the date of contract <br />execution, to 24 months after the date of contract execution, with the option to extend up to 36 months, upon agreement <br />by both parties. Participating States will have the option to participate and further refine their Terms and Conditions <br />through a Participating Addendum. <br />
