G. The property shall be secured during demolition and construction with a six (6) foot <br /> tall chain link fence and any other security measures in accordance with <br /> recommendation of the San Leandro Police Department. Installation of security <br /> fencing the site shall be well maintained in a neat manner, free of weeds, litter and <br /> debris. <br /> H. All exterior/roof-top mechanical equipment shall be screened from view so as not <br /> to be visible from adjacent properties or streets to the satisfaction of the Zoning <br /> Enforcement Official and/or Community Development Director. <br /> I. Prior to approval of a building permit, the Applicant shall submit final plans and <br /> details for site lighting for the review and approval of the Community <br /> Development Director. The plans and details shall show location, height, <br /> decorative features, and construction details showing materials and finishes to be <br /> used for construction. No site lighting may spill offsite. Parking lot lighting shall <br /> comply with Article 17 of the Zoning Code. <br /> J. Construction of the project shall remain in substantial compliance with the <br /> approved exhibits and plans. Any change to the project design, materials or colors <br /> shall be subject to the review and approval of the Zoning Enforcement Official <br /> and/or Community Development Director who shall administratively approve the <br /> changes, or shall refer the matter to the Site Development Subcommittee for <br /> review. <br /> IV. LANDSCAPING AND FENCING <br /> A. As part of the building permit submittal for the tenant improvements for the day <br /> care facility, a final landscape and irrigation plan shall be submitted for review by <br /> the Zoning Enforcement Official and shall include details for planting and <br /> irrigation for the planters, trees, any other new landscaping at the site. All trees <br /> planted on the property or within the City right-of-way shall have a minimum <br /> canopy height of eight feet above walkways and 14 feet above any roadway. The <br /> landscape plan shall incorporate water efficient landscape practices and adhere to <br /> the Bay Friendly Basics protocols. <br /> B. All landscape improvements shall comply with San Leandro Zoning Code Article <br /> 19 Landscape Requirements. <br /> C. Prior to issuance of a Certificate of Occupancy or Approval of the Final <br /> inspection, all required landscape and irrigation specified on the final landscape <br /> and irrigation plan shall be completely installed with respect to size, number, and <br /> species of plants, and provision of adequate irrigation coverage, to the satisfaction <br /> of the Zoning Enforcement Official. <br /> D. Landscaped areas shall be permanently maintained to preserve plant health and <br /> consistency with the design at time of completion and City's final inspection. <br /> Maintenance includes watering, weeding, pruning, insect and disease control, and <br /> Agreement to Conditions January 13,2016 <br /> PLN15-0050 Page 5 of 10 <br />
