IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2016-050 <br /> RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER THE CITY INTO A <br /> MASTER PROGRAMS FUNDING AGREEMENT WITH THE <br /> ALAMEDA COUNTY TRANSPORTATION COMMISSION FOR THE <br /> DISTRIBUTION AND RECEIPT OF MEASURE B, MEASURE F VRF, AND MEASURE BB <br /> TRANSPORTATION SALES TAX REVENUE <br /> WHEREAS, the Alameda County Transportation Commission("Alameda CTC") is <br /> responsible for distributing Measure B, Measure F VRF and Measure BB revenues to local <br /> jurisdictions to support bicycle and pedestrian infrastructure safety, local street maintenance and <br /> safety (local streets and roads), and transit and paratransit programs; and <br /> WHEREAS, Measure BB requires that the City enter into a Master Programs Funding <br /> Agreement with the Alameda CTC in order to distribute these transportation sales tax revenue <br /> funds; and <br /> WHEREAS, the Alameda CTC developed a Measure B, Measure F VRF and Measure <br /> BB Master Programs Funding Agreement ("MPFA")that specifies Measure B, Measure F VRF <br /> and Measure BB Direct Local Distribution("DLD") funding distributions, Alameda CTC's <br /> responsibilities, and the City's responsibilities for revenues collected from July 1, 2016 through <br /> June 30, 2026; and <br /> WHEREAS, implementation guidelines for each program are referenced in the MPFA to <br /> guide fund eligibility and expenditures; and <br /> WHEREAS,the MPFA between the City of San Leandro and the Alameda CTC is <br /> presented to this City Council; and <br /> WHEREAS,the City Council is familiar with the contents thereof, and the City Manager <br /> recommends approval of the MPFA. <br /> NOW THEREFORE,the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> 1. That the City of San Leandro shall use Measure B, Measure BB and Vehicle <br /> Registration Fee DLD funds for local transportation programs; and <br /> 2. That the City of San Leandro and its agents shall comply with the Alameda CTC <br /> MPFA; and <br /> 3. That said agreement substantially in the form presented is hereby approved and <br /> execution by the City Manager is hereby authorized; and <br /> 4. That the City Manager is authorized to make non-substantial revisions to said <br /> agreement, subject to the approval of the City Attorney; and <br />
