City of San Leandro <br />Meeting Date: May 2, 2016 <br />Staff Report <br />File Number: 16-167 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.G. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Authorizing the City Manager to Enter the City <br />into a Master Programs Funding Agreement with the Alameda County <br />Transportation Commission for the Distribution and Receipt of Measure B, <br />Vehicle Registration Fee (VRF) Funds and Measure BB Transportation Sales <br />Tax Revenue <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to enter the <br />City into a ten year Master Programs Funding Agreement (MPFA) with the Alameda County <br />Transportation Commission (Alameda CTC). The new agreement will serve as the contract for <br />distribution and receipt of Measure B, Vehicle Registration Fee (VRF) funds and Measure BB <br />transportation sales tax revenues. <br />BACKGROUND <br />In November 2000, Alameda County voters approved the extension of the'/2 cent sales tax for <br />twenty years for transportation projects throughout the county (Measure B). Voters also <br />approved rules and regulations concerning these funds, including entering into agreements for <br />managing these funds. Collection of the revenues commenced on April 1, 2002 and will <br />continue until 2022. As a participating agency, the City entered into a master project funding <br />agreement and specific project funding agreements prior to receiving the funds on a <br />reimbursement basis. <br />Voters approved the Measure F Alameda County Vehicle Registration Fee (VRF) Program on <br />November 2, 2010, with 63% of the vote. The fee generates about $11 million per year for <br />the County through a $10 per year vehicle registration fee. <br />On November 4, 2014, the voters of Alameda County, pursuant to the provisions of the Local <br />Transportation Authority and Improvement Act, California Public Utilities Code Section 180000 <br />et seq., approved Measure BB, thereby authorizing Alameda CTC to administer the proceeds <br />City of San Leandro Page 1 Printed on 4/26/2016 <br />
