Alameda CTC Paratransit Program Implementation Guidelines <br />disabilities allocated to each city operating paratransit service through a <br />census -based funding formula that is developed by PAPCO and approved by <br />the Alameda CTC Commision. <br />2) A portion of the funds as defined in the Master Programs Funding <br />Agreement are DLD funds distributed to Alameda County's primary <br />mandated ADA service provider, East Bay Paratransit Consortium. <br />b. Eligible Uses. The Measure B and Measure BB Paratransit DLD funds may be used for <br />capital projects, programs, maintenance, or operations that directly improve <br />paratransit services. Eligible uses for these funds include services as defined in <br />Attachment A, as well as, but not limited to: <br />1) Direct staff and consultant costs to develop, plan, implement, manage, <br />operate and maintain paratransit projects and programs <br />2) Direct staff and consultant costs to provide customer service and outreach <br />for paratransit projects and programs <br />3) Direct staff and consultant costs that support eligible activities, including the <br />end -of -year compliance report <br />4) Direct staff training costs directly related to implementation of projects or <br />programs implemented with the Paratransit Funds <br />C. Ineligible Uses. The following is a list of ineligible uses of Measure B and Measure BB <br />Paratransit DLD funds: <br />1) Non -transportation projects or services such as fees charged to capital <br />construction projects for services or amenities not related to transportation <br />2) Capital projects, programs, maintenance, or operations that do not directly <br />improve paratransit services <br />3) Projects or programs that exclusively serve city/county staff <br />4) Indirect costs, unless the RECIPIENT submits an independently <br />audited/approved Indirect Cost Allocation Plan. <br />2. Measure B and Measure BB Paratransit Discretionary Grant Program Funds <br />a. The Measure B Expenditure Plan dedicates 1.43 percent of the funds for gaps in <br />services to be recommended by PAPCO to reduce differences that might occur based <br />on the geographic residence of any individual needing services. The Alameda CTC <br />will administer a Measure B Paratransit discretionary grant program. <br />b. The Measure BB Expenditure Plan dedicates 1.0 percent of the funds for paratransit <br />coordination and services to meet the needs of seniors and people with disabilities. <br />The Alameda CTC will administer a Measure B Paratransit discretionary grant <br />program. <br />C. The Alameda CTC adopt Grant Program Guidelines through its programming and <br />allocation processes.to guide the grant allocations. <br />d. Gap funds provide Alameda County with the opportunity to be innovative and explore <br />alternative service delivery mechanisms in the face of a senior and disability population <br />expected to grow substantially over the next 30 years.
