Income <br />Residents who are resource constrained are more vulnerable to the impacts of a disaster. <br />Resource-constrained residents include households that are low- and very low-income, <br />households of all income levels that spend large percentages of their income on housing <br />and transportation, and transit-dependent households that do not own a car.
