Continued maintenance and seismic reinforcement <br />will take place in the future. <br />5.12.4 Tsunamis <br />Tsunamis are long-period waves usually caused by off-shore earthquakes or landslides. <br />Because the San Leandro shoreline does not face the open ocean, the risk is very low. A 100- <br />year frequency tsunami would generate a wave run-up of 4.4 feet at the San Leandro shoreline. <br />Most of the shoreline is protected by rip-rap (boulders) and would not be seriously affected. <br />5.12.5 Rising Sea Level <br /> Rising sea level is a global issue that could affect San Leandro later in the 21st century. <br />Environmental studies indicate that global warming could lead to a sea level rise of one to <br />eleven feet during the next 100 years. This could have significant effects on the ecology of San <br />Leandro’s Shoreline Marshlands. It could also increase erosion along the waterfront and raise <br />the hazard of tidal flooding along Neptune Drive and nearby streets. The City will remain <br />involved in state and regional discussions about this issue and the ways to mitigate its effects on <br />the Bay shoreline. <br /> <br />5.12.6 Terrorism <br />In 2004, the Terrorism Annex to the City of San Leandro’s Emergency Plan was developed <br />which identified potential terrorism targets. The City is traversed by railway lines, a rapid <br />transit system, interstate highways, and flight paths to and from the Oakland International <br />Airport and the San Francisco International Airport. In addition, locations that draw crowds to <br />an event were considered such as the McAfee Coliseum in neighboring Oakland. As acts against <br />innocent populations increase worldwide, we are cognizant of the potential of such events <br />within our community. <br />Working relationships with other agencies and resources are in place when the City of San <br />Leandro’s emergency operations center is activated. There exists an avenue to exchange <br />intelligence and information. Working groups are in place on the federal, state, regional, county, <br />and local levels and internally. On the State level, the California Intelligence Terrorism Center <br />(CITIC) is available. On the regional level, the Bay Area Terrorism Working Group (BATWING) <br />in association with the Federal Bureau of Investigation exists, along with the NEPTUNE <br />Coalition and the Urban Area Security Initiative. The Urban Area Security Initiative involves <br />collaboration between adjoining jurisdictions to arrive at regional solutions to plan and <br />prepared for acts of terrorism. <br />The WMD/Terrorism Sub-committee meeting objectives were to bring to the forefront those <br />mitigation activities related to WMD/Terrorism that are already in place within the City of San <br />Leandro; to determine what shall be categorized in reactive and proactive activities; and to <br />identify gaps.
