<br /> <br /> <br />On the County level, the City of San Leandro is active in numerous working groups listed below <br />to strengthen coordination between agencies. <br />Terrorism Working Group <br />o County OES advisories <br />o Hazardous Materials working group <br />o Alameda County Terrorism Working Group <br />o ALCO-Communications Working Group (Interoperability) <br />o ALCO-Operational Area Council (makes policies that support WMD response) <br />directs federal funding <br />o ALCO-CERT <br /> <br />On the local level, the City of San Leandro convenes its Terrorism Working Group <br />and Disaster Council to address local emergency issues with the intent of developing <br />plans and procedures to address the potential for acts of terrorism. Also, the City has <br />a Neighborhood Watch program established in the 1980s which provides <br />communities with the ability to maintain a safe living environment. <br /> <br />The City of San Leandro has strengthened its ability to respond to WMD/Terrorism <br />incidents by implementing the following: <br /> <br /> Hardening of Critical Facilities <br /> Public Education via media and Public Information Officer <br /> Alert & Warning/Advisory System <br /> Specialized Training <br /> SWAT for WMD incidents <br /> Assessments and Planning as outlined in the City of San Leandro’s <br />Terrorism Annex <br /> Equipment <br /> Exercises performed with a regional approach (Operation Splashdown) <br />incorporating the TSA and mass casualty incident procedures <br /> <br />After careful assessment gaps were identified that, when addressed, can further <br />strengthen the City of San Leandro’s ability to respond effectively and swiftly. The <br />identified gaps and/or constraints are: <br /> <br /> Interoperability/Communications. <br /> Regional Training. Need to train with other response agencies to improve <br />coordination (i.e. fire department, police department, Alameda County <br />Public Health)
