City of San Leandro <br />Meeting Date: June 6, 2016 <br />aAt� Staff Report <br />File Number: 16-207 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.J. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Approving a Consulting Services Agreement with <br />Mark Thomas and Company, Inc. for the Design of the Marina Boulevard <br />Streetscape Concepts Project, Project No. 2012.0130, in the Amount of <br />$291,326 to Be Funded by General Funds <br />���1Jil��i/_1:�'/_V 1�7:7Xd�]��ild�l�►1�7_��[�]�E.� <br />Staff recommends approval of the consulting services agreement with Mark Thomas and <br />Company, Inc. for exploration of options and development of concept plans to improve the <br />streetscape along Marina Boulevard from Merced Street to Monarch Bay Drive. <br />BACKGROUND <br />In support of the proposed development at the San Leandro Shoreline and as result of the <br />recommendations of the Next Generation Workplace District Study, the City is interested in <br />making pedestrian and gateway aesthetic improvements to Marina Boulevard between <br />Merced Street and Monarch Bay Drive. This design effort will solicit stakeholder and public <br />input, develop options, and prepare 30% design documents for the selected improvements. <br />The deliverables will be used in developing final construction drawings and determining future <br />project funding needs. The project is generally envisioned to consist of sidewalk <br />improvements, ADA ramp upgrades, bulb outs, landscaping, monument signs, bus <br />shelters/seating, medians, street and pedestrian lighting, and AC pavement rehabilitation. <br />This section of Marina Boulevard provides a strategic connection between 1-880 and the <br />Kaiser Medical Center to the east and the San Leandro Shoreline to the west. The project <br />goal is to provide a framework described in the Next Generation study for future investment <br />that is both public and private that will cultivate economic revitalization that is compatible with <br />the surrounding areas. As noted in the plan, prospective investors, developers and <br />manufacturers passing through the area need to see concrete change that gives credibility to <br />new policies and development.
