File Number: 16-207 <br />Analysis <br />A request for proposals was posted on the City website and emailed to firms that expressed <br />interest in working with the City; this effort resulted in receipt of 6 proposals. Proposers were <br />ranked and interviews were held with the top three firms. Mark Thomas and Company, Inc. <br />was chosen based on demonstrated technical ability and fit with the project scope. <br />This contract for $291,326 represents our current understanding of the work required. <br />Occasionally, changes to the scope of contracts are necessary to respond to new information <br />and/or to include additional items of work necessary for a complete product. In order to <br />resolve these issues in a timely fashion and avoid delaying work, staff additionally requests <br />authorization to issue individual change orders to the consultant up to 10%, or $29,132 each, <br />and cumulative change orders up to 25%, or $72,831, of the original contract. <br />Current Agency Policies <br />Council Goal D: Maintain and enhance San Leandro's infrastructure. <br />Applicable General Plan Policies <br />Policy 9.05 Gateway Improvements: Encourage "gateway" improvements which enhance the <br />approach routes to the Marina while minimizing the impacts of increased traffic on area <br />neighborhoods. <br />Environmental Review <br />A review the California Environmental Quality Act will be done during the design phase. Staff <br />anticipates that this project will be categorically exempt but the project will include mitigation <br />measures should they be required. <br />Summary of Public Outreach Efforts <br />Public outreach is included in this project phase. Individual public meetings will be held for <br />the business community and the residential community. We will solicit input from <br />stakeholders such as home owners associations, realtors and the shoreline developer. <br />Announcements for public meetings will be printed in multiple languages. <br />Fiscal Impacts <br />The estimated total cost for this phase of the project is $400,000. <br />The cost of this contract is $291,326.
