The Transportation Division has recommended that the dedication is <br /> necessary to provide the right-of-way, but that the actual widening would be triggered if <br /> the area transitions to a more retail and employment-oriented area rather than some low- <br /> intensity use. <br /> Associate City Planner Weisbrod noted that the development of Fairway Drive <br /> overpass over the I-880 Freeway to Alvarado Boulevard had taken some of the traffic off <br /> Marina Boulevard. <br /> Vice-Chair Reed responded that such planning was short-sighted. He said that there was <br /> going to be major development on the old Hudson lumber site and at other sites served by <br /> Marina Boulevard. He said there had been a battle when the City required other property <br /> owners to widen Marina Boulevard and asked if the City was now prepared to give the <br /> property that had been taken for street widening back to the businesses it had been taken <br /> from. <br /> Secretary Hom said the issue could be discussed with the Transportation Administrator. <br /> He said that similar to other cities, we could require an agreement with the property <br /> owner that commits them to future street improvements when they occur. <br /> Commissioner Collier asked if Chovanes Ford would have to pay for future street <br /> improvements if no agreement was signed with them at this time. <br /> Associate City Planner Weisbrod said that Chovanes Ford would not be liable for the <br /> cost. He said the City would have to pay and would probably utilize Development Fee <br /> for Street Improvement Funds. He noted that Chovanes Ford was granting land to the <br /> City by dedicating an easement, and was also paying for the installation of driveways and <br /> the closing up of abandoned driveways and was paying an underground fee to cover the <br /> cost of installing underground utility lines. <br /> Commissioner Collier noted that it would be cheaper today than tomorrow to widen the <br /> street. He noted that the proposed project would need some room for stacking traffic <br /> entering the dealership. He said that, with the existing traffic pattern, a motorist coming <br /> down Marina Boulevard at thirty miles an hour talking on a cell phone or sipping a coffee <br /> while on the way to work was sure to plow into other vehicles that had slowed down to <br /> five or ten miles an hour in order to enter the dealership. <br /> Associate City Planner Weisbrod said that the matter could be reviewed with the <br /> Traffic Administrator prior to the March 6 City Council hearing. <br /> Commissioner Mahoney noted that he had studied the traffic impact report prepared by <br /> Fehr & Peers Associates, Inc.
