Planning Commission D FT/UNAPPROVED F ary 24, 2000
Minute No. 2000-04 (Excerpt) Page 4 of 16
Commissioner Demirjian asked how traffic using the right-turn-only exits onto Marina
Boulevard would get back to the I-880 Freeway.
Associate City Planner Weisbrod said vehicular traffic leaving by the right-turn-only
exits onto Marina Boulevard could make a legal U-turn at several intersections, including
the Alvarado intersection which is controlled by a light.
Commissioner Demirjian asked if it would facilitate access to the freeway if vehicles
were encouraged to exit onto Teagarden and then make a left onto Marina Boulevard,
thus proceeding more directly to the I-880 freeway on-ramps.
Associate City Planner Weisbrod said it would be possible for customers who had
entered off of Marina Boulevard to proceed to the Teagarden exit, but that the traffic
circulation plan was designed to keep entry to the new car show room area and the
service area to the rear of the property somewhat separate.
Commissioner Demirjian asked if there was a long-term traffic study in the Marina
Boulevard area or plans to modify Marina Boulevard. He noted that the Marina
Boulevard area in the last few years had turned into a nasty commute.
Associate City Planner Weisbrod said there were no immediate plans, although it was
possible that the street would be widened if Peterson Tractor and other properties on
Marina Boulevard were developed.
Vice-Chair Reed said he was perplexed by the apparent shift in policy on the part of the
City since property owners in the recent past had not only dedicated sixteen feet to the
street but also performed the actual widening of the street. He said it seemed unfair for
the City to let this application proceed without actually widening the frontage on Marina
Boulevard.
Associate City Planner Weisbrod said that Traffic Administrator Ray Davis had
recommended against widening the street since in his view traffic was flowing adequately
at this time.
Vice-Chair Reed noted that he disagreed with Traffic Administrator Davis and said he
did not see why the City was failing to administer its street-widening policy in an even-
handed manner. He said he felt the City should be consistent and by its inconsistency
was opening itself up for severe criticism.
Secretary Hom said the Development Services Department had had discussions with the
transportation staff and that although in the past there had been a foregone conclusion that
Marina Boulevard would need to be widened, now there's consideration that perhaps
Marina Boulevard will not need to be widened, depending on the future buildout of the
G:\M NUTES.PC/2000/2-24-2000
2/29/2000
4400
