Planning Commission DSFT/UNAPPROVED Auary 24, 2000
Minute No. 2000-04 (Excerpt) Page 9 of 16
Associate City Planner Weisbrod responded that no asbestos had been found in the
metal building, and said that if any asbestos-containing material were to be identified in
the existing building it would have to be removed, as would any asbestos remaining in
the buildings that were to be razed.
Secretary Hom noted that there was a mitigation measure in the Negative Declaration
that addressed the asbestos-removal issue.
Chair Chin said she had noted the mitigation measure but was uncertain whether it
applied to all the buildings on the site.
Secretary Weisbrod verified that the mitigation measure applied to all the buildings,
whether demolished or remaining.
Commissioner Collier noted an additional traffic problem on Marina Boulevard where
vehicular traffic makes a right turn out of the Marina Square Shopping Center. He noted
that trucks and automobiles exiting northbound I-880 tend to cross over into the far-right
lane, which is illegal until they have passed the driveway and constitutes a serious traffic
hazard.
Lashawn Swan of the Ford Motor Company, 12677 Alcosta Boulevard, Suite 160, San
Ramon, CA 94552, said she wished to provide background on the relationship between
the Ford Motor Company and the Chovanes dealership. She said that currently Chovanes
Ford was owned by the Chovanes Family. She said the relocation of Chovanes Ford was
the result of a pending buy-sell contract with the Chovanes Family on behalf of Mossi
Ford of San Diego which owns a number of franchises including the Ford Store in San
Diego. She said the San Diego dealership is known for its high volume and efficiency
and had historically outperformed other dealers in the Southern California market. She
said Ford's overall goal was to increase its market share in the Bay Area. She said that
the proposed project was a perfect example of what Ford referred to as a "Trust Mark"
facility, and reflected Ford's efforts to promote consistency in branding. She said there
were a number of dealerships planned for the near future that were of a similar kind of
construction throughout the Bay Area, with the final architecture altered to meet the
requirements of local cities and individual owners.
Commissioner Ravenstad asked whether the new ownership would vacate the East 14th
Street site.
Ms. Swan said that the East 14th Street dealership was owned by the Chovanes family
and that although the property was not being sold, the site would be leased by the new
dealership until the Marina Boulevard site was fully redeveloped.
G:\MINUTES.PC/2000/2-24-2000
2/29/2000
