Planning Commission LFT/UNAPPROVED Vary 24, 2000 <br /> Minute No. 2000-04 (Excerpt) Page 15 of 16 <br /> Commission recommend to the Redevelopment Agency and the City Council that <br /> approval be subject to constructing Marina Boulevard to the plan line concurrently with <br /> the construction of the facility. <br /> Motion that the Redevelopment Agency require the Ford Motor <br /> Company Retail Facility Project to provide improvements to <br /> Marina Boulevard <br /> including curb, gutter and sidewalks <br /> to conform to the curb line of the property dedication denoted in <br /> the Owner Participation Agreement <br /> (Reed/Collier, 7 Ayes, 0 Noes) <br /> Chair Chin noted that the motion as passed recommended a separate condition of <br /> approval for the project. She said that the Planning Commission was free to make a <br /> separate motion incorporating other recommendations regarding conditions of approval, <br /> and that the second motion could incorporate as one of its conditions the condition <br /> embodied in the motion just passed. <br /> Commissioner Reed,the maker of the motion, and Commissioner Collier, who seconded <br /> the motion, both indicated that Chair Chin's comment fairly represented their <br /> understanding of the motion that had been passed. <br /> Commissioner Ravenstad recommended a condition that would require stronger <br /> architectural forms and the addition of appropriate dark blue horizontal score lines to the <br /> proposed new showroom facility. <br /> Commissioner Demirjian asked that in the future staff provide an aerial view of the area <br /> surrounding a project. He said that the lack of such a view in the current application <br /> made it difficult to visualize the relationship of the project to surrounding properties and <br /> streets. <br /> Commissioner Ravenstad noted that car dealerships were generally permitted in both <br /> commercial and industrial zones and were moving out of the core downtown East 14th <br /> Street areas and were proliferating with few controls. He said it was appropriate to ask <br /> staff to study the possibility of modifying the Zoning Code to create a specific zone for <br /> car dealerships. He suggested that the issue be studied in a future work session. <br /> Chair Chin noted that the Chovanes dealership paint and body shop was located offsite <br /> from the East 14th Street location.
