- 18 <br />CDBG Consulting Services Agreement <br />for Neighborhood Solutions FY16-17 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />. <br />I. STATEMENT OF PURPOSE <br /> <br />The City desires to provide housing rehabilitation services to eligible residential property owners in <br />San Leandro. This agreement allows the City to make use of professional staff, who have knowledge <br />of construction standards and is familiar with the regulations and requirements of HUD’s CDBG <br />Program, to administer a Housing Rehabilitation Program for eligible homeowners who are residents <br />of the City of San Leandro. <br /> <br /> <br />II. TERM AND COMMENCEMENT OF WORK <br /> <br />The term of this agreement shall be for the period of July 1, 2016 through June 30, 2017. <br /> <br /> <br />III. REHABILITATION PROGRAM <br /> <br />Consultant shall administer program in accordance with the San Leandro Housing Rehabilitation <br />Program Guidelines. <br /> <br /> <br />IV. DESCRIPTION OF SERVICES <br /> <br />A. Consultant shall operate the following rehabilitation programs: <br /> <br /> Minor Home Repair Grant <br /> Mobile Home Repair Grant <br /> Exterior Clean-Up Grant <br /> Exterior Paint Grant <br /> Accessibility Grant <br /> Seismic Strengthening Grant <br /> <br />B. Consultant shall deliver to City within fifteen (15) days after execution of grant documents, <br />copies of homeowners’ Project Summary, Certification Letter, and Itemization Statement. <br /> <br />C. Consultant shall meet the following performance goals in FY 2016-2017: <br /> <br /> Approve grants to 13 households for minor home repair, mobile home repair, exterior <br />clean-up, exterior paint, accessibility, and/or seismic strengthening <br /> <br /> <br />V. CONSTRUCTION POLICIES AND PERMITS <br /> <br />Consultant shall obtain building permits for structural, plumbing, electrical, heating, or any other <br />repairs that require inspection. Work in excess of $500 shall be performed by licensed contractors. <br />Consultant shall monitor conformance with all state and local laws. <br /> <br />
