EXHIBIT A <br />SCOPE OF SERVICES <br />To complete this project there will be four phases of work: 1) stakeholder interviews, 2) data gathering <br />and analysis, 3) focus groups, and 4) policy recommendations and report. <br />1. Stakeholder Interviews <br />Conduct seven stakeholder interviews with people named by the Director of Recreation and Human <br />Services. The Council will design an interview protocol to ensure that we gain broad and deep <br />understanding through these interviews about the priorities, barriers and needs in the human services <br />space in San Leandro. Interviews will be documented and shall form the basis of our analysis approach. <br />We will attempt to schedule all interviews in the first week of the project to ensure that these <br />perspectives inform the analysis portion of the work and especially the policy recommendations. <br />2. Data Gathering and Analysis <br />A. Demographics <br />Conduct an analysis of the current demographic status and trends of the San Leandro community using <br />publicly available data from the Census, ABAG and the California Department of Education, as well as <br />using data -sharing agreements to incorporate more detailed analysis using data from the Alameda <br />County Social Services Agency, the Alameda County Public Health Department, and through a request <br />to the San Leandro Unified School District for student -level data. <br />Deliverables. <br />Provide clear snapshots of major demographic trends as well as the needs of population <br />segments that can be gleaned from these data. These snapshots will include analyses of issues <br />from race/ethnicity and languages spoken, to income levels, school attendance, birth rates, social <br />service utilization levels, and health outcomes. Provide city -level comparisons for some key <br />indicators to other Alameda County cities. <br />B. Services Inventory <br />Leverage both publicly available data, data from our partners at Eden Information & Referral, and other <br />online sources to build a complete service inventory of organizations serving residents of San Leandro. <br />Deliverables: <br />Inventory: The service inventory will be provided digitally for easy updating and will cover the <br />types of services offered, basic eligibility details, populations of focus, language capacity, and <br />other key details. We will highlight key services not located in San Leandro but serving San <br />Leandtans, though these services will be selectively included due to scope, timeline and budget <br />limitations. <br />Online Map: Provide an online map of these services using a service such as CartoDB that can be <br />shared with and modified by the City of San Leandro as needed. This will allow for analysis and <br />public use of these data. <br />C.
