Once key stakeholder interviews have been conducted, compiled current services, and completed the
demographic analysis, we will identify gaps in services that these phases of work reveal.
Deliverables.
The gap assessment will consider severity of needs, volume of services/slots available at major
programs, funding gaps, and limitations related to geographic access to services (e.g., if a key
service is only available far outside of the city boundary).
3. Focus Groups
Under guidance from the Director of Recreation and Human Services, develop focus group materials
and host five community focus groups to share our initial data and services findings and to solicit
community -driven policy suggestions. We will leverage the suggested participants and will provide
Spanish-language translation at one meeting. We will ask for support from the City for Chinese -language
interpretation services or could contract with a local firm to provide this service for a Chinese -language
focus group.
Design summary materials for review with the focus group participants, and have an agenda that is
participatory, gathering ideas and suggestions about barriers to service use, appropriateness of local
services, major gaps, and equity issues in current offerings. We will discuss key data findings and seek
feedback on the context of social and demographic trends.
Utilize learning from these focus groups in the final report and recommendations, as well as to adjust
how we display data for maximum impact and clarity with diverse audiences.
4. Policy Recommendations & Report
Begin developing policy recommendations and compiling our full report from the second week of
contract issuance.
Deliverables:
Deliver a full report along with a PowerPoint of key data points and major polity
recommendations. Policy recommendations will be focused on the services within scope of the
Human Services Commission and the other bodies engaged in this process. After delivery of
these materials, be available for public and private meetings to discuss with City staff and
policymakers.
Timeline
Prepare a progress report at the end of week two and the final report at the close of week five,
depending on the exact contract start date.
Consulting Services Agreement between City of San Leandro and MAY 10, 2016
Urban Strategies Council for San Leandro Human Services Gap Analysis Exhibit A — Page 2 of 2
