City of San Leandro <br />Meeting Date: July 5, 2016 <br />Staff Report <br />Agenda Section:File Number:16-278 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Authorizing the City Manager to Enter into a <br />Memorandum of Understanding (MOU) with the Metropolitan Transportation <br />Commission (MTC) for the Interstate 880 Integrated Corridor Management <br />(I-880 ICM) North Alameda Segment Project <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution authorizing the City Manager to <br />enter into a Memorandum of Understanding (MOU) for the Interstate 880 Integrated Corridor <br />Management (I-880 ICM) North Alameda Segment Project. <br />BACKGROUND <br />In March 2011, Metropolitan Transportation Commission (MTC), together with the Interstate <br />880 (I-880) corridor’s stakeholders, which include Caltrans District 4, the Alameda County <br />Transportation Commission and the Santa Clara Valley Transportation Authority, embarked <br />upon an I-880 Integrated Corridor Management Project that will extend from the Port of <br />Oakland to Silicon Valley. The goal of the I-880 ICM Project is to relieve congestion and <br />improve safety when an incident occurs on the I-880 Freeway. Intelligent Transportation <br />Systems (ITS) will be employed to better coordinate and integrate traffic signal networks <br />across jurisdictional boundaries. <br />The first ITS improvement is known as the I-880 ICM North Alameda Segment Project, a <br />collaborative effort by MTC, Caltrans District 4, City of Oakland, City of San Leandro, and <br />Alameda-Contra Costa Transit District (AC Transit). The ITS improvements will include <br />upgrades to traffic signal coordination using fiber optic communication, as well as traffic <br />detection devices (sensors and cameras) on arterial streets that will allow City staff to <br />remotely view traffic conditions and adjust signal operations in response to a freeway incident. <br />Analysis <br />Page 1 City of San Leandro Printed on 6/28/2016
