III. ADDITIONAL PLAN SUBMITTALS <br />A. Prior to issuance of a Final Map for the subdivision of the property, a landscape and <br />irrigation plan shall be submitted for the landscaped areas. Said plans shall include <br />such details as, 1) tree size, species and location; 2) shrubs and groundcovers; 3) <br />installation specifications; 4) irrigation details; 5) water conservation techniques; and 6) <br />maintenance programs. To reduce on-site water consumption and reduce the energy <br />required for the pumping and distribution of water, drought -resistant native species <br />shall be used for site landscaping where possible. All trees planted on the property or <br />within the City right-of-way shall have a minimum canopy height of eight feet above <br />walkways and 14 feet above any roadway. The locations, species and sizes shall also be <br />subject to the review and approval of the Community Development Director. In <br />addition, a tree shall be planted between the deck/patio at 268 Kenilworth Avenue and <br />the northwestern corner and the north facing master bedroom window on the second <br />floor of the new home on Myers Court, so as to provide privacy between the deck and <br />the second floor of the new home. <br />B. Prior to approval of a building permit for the proposed new home on the Myers Court <br />frontage, the property owner shall submit detailed plans for the building elevations that <br />include exterior materials and finishes, window trim, eaves and gutters. Said plans shall <br />be subject to the review and approval of the Community Development Director. <br />C. Prior to approval of a building permit for the proposed new home on Myers Court, <br />plans shall be submitted for any proposed fencing and paving areas for the site. The <br />plans and details for fencing shall show location, height, decorative features, and <br />construction details showing materials and finishes to be used for construction. The <br />paving areas shall be partially permeable with details subject to the review and approval <br />of the Community Development Director. <br />D. Prior to approval of a building permit for the proposed new home on Myers Court, a <br />green building and water -efficient landscape checklist shall be completed and incorporated <br />into building permits for this project. For the purposes of this condition, the checklists <br />shall be the Build it Green GreenPoint Rated checklist for New Homes, or an equivalent <br />rating system, as approved by the Zoning Enforcement Official, and the StopWaste.Org <br />Bay -Friendly Landscape checklist. <br />IV. FIRE DEPARTMENT REQUIREMENTS <br />A. The new single-family dwelling shall be protected by a fire sprinkler system in <br />accordance with Sections R313.3 of the California Residential Code or NFPA 13D. <br />B. The required fire flow for the new single-family dwelling shall be 1,000 gallons per <br />minute at 20 pounds per square inch (psi) for two (2) hours. Documentation shall be <br />obtained from East Bay Municipal Utility District (EBMUD) to show if the required <br />fire flow is available. In the event the existing hydrant(s) do not meet this requirement, <br />a new fire hydrant meeting the fire flow requirement shall be added prior to vertical <br />construction. <br />Agreement to Conditions February 21, 2014 <br />PLN2013-00061 Page 4 of 9 <br />
