PREFACE <br />This Long-Term Trash Load Reduction Plan and Assessment Strategy (Long-Term Plan) is <br />submitted in compliance with provision C.10.c of the Municipal Regional Stormwater <br />NPDES Permit (MRP) for Phase I communities in the San Francisco Bay (Order R2-2009- <br />0074). The Long-Term Plan was developed using a regionally consistent outline and <br />guidance developed by the Bay Area Stormwater Management Agencies Association <br />(BASMAA) and reviewed by San Francisco Bay Regional Water Quality Control Board <br />staff. The Long-Term Plan is consistent with the Long-Term Trash Load Reduction <br />Framework developed in collaboration with Water Board staff. Its content is based on <br />the City of San Leandro’s current understanding of trash problems within its jurisdiction <br />and the effectiveness of control measures designed to reduce trash impacts <br />associated with Municipal Separate Storm Sewer (MS4) discharges. This Long-Term Plan is intended to be iterative and may be modified in the future based on information <br />gained through the implementation of trash control measures. The City of San Leandro therefore reserves the right to revise or amend this Long-Term Plan at its discretion. If <br />significant revisions or amendments are made by the City, a revised Long-Term Plan will be submitted to the Water Board through the City’s annual reporting process. <br /> <br /> <br /> <br /> <br />324
