<br />Figure 1-1. Eight-step framework for developing, implementing and refining Long-Term Trash <br />Reduction Plans <br /> The workgroup agreed that as the first step in the framework, Permittees would identify <br />very high, high, moderate, and low trash generating areas in their jurisdictional areas. Trash generation rates developed through the BASMAA Baseline Trash Generation Rates <br />Project (as discussed below) were used as a starting point for differentiating and <br />delineating land areas with varying levels of trash generation. Permittees would then <br />use local knowledge and field and/or desktop assessments to confirm or refine the level <br />of trash generation for specific areas within their jurisdiction. Each Permittee would then <br />develop a map depicting trash generation categories within their jurisdiction. <br />As a next step, Permittees would then delineate and prioritize Trash Management Areas <br />(TMAs) where specific control measures exist or are planned for implementation. TMAs <br />delineated by Permittees are intended to serve as reporting units in the future. <br />Reporting at the management area level provides the level of detail necessary to <br />demonstrate implementation and progress towards trash reduction targets. <br />Once control measures are selected and implemented, Permittees will evaluate <br />progress toward trash reduction targets using outcome-based assessment methods. As <br />the results of the progress assessments are available, Permittees may choose to <br />reprioritize trash management areas and associated control measures designed to <br />improve trash reduction within their jurisdictions. <br />1.2.2 BASMAA Generation Rates Project <br />Through approval of a BASMAA regional project in 2010, Permittees agreed to work collaboratively to develop a regionally consistent method to establish trash generation <br />rates within their jurisdictions.
