where the City plans to add one TCD, the vast majority of this area will rely on current control measures and jurisdictional-wide measures to reach initial long term goals. If <br />quarterly visual inspection indicates that improvement is needed then further implementation will be initiated as needed. TMA 3 is divided into two sub-designations <br />based solely on geographic areas; east and west of I-880. <br />Street Sweeping <br />Continued Pre-MRP Actions: Existing enhanced street sweeping includes street sweeping conducted at a <br />frequency greater than 1x/week for streets within retail land use areas, or greater than 2x/month for streets in certain other land use areas. Existing enhanced <br />street sweeping activities occurs in approximately 43 miles of street length. Most of the downtown area is swept three times per week, and some arterial roads <br />are swept at two or three times per week. The great majority of this TMA falls within the three times per week category. <br /> <br />Future Planned Actions: <br />Review street sweeping program to further concentrate efforts on areas in TMA <br />2. <br />Activities to Reduce Trash from Uncovered Loads <br />Continued Pre-MRP Actions: <br />The City of San Leandro has a Franchise Agreement for Solid Waste, Recyclables, <br />and Green Waste Services between the City and Alameda County Industries. <br />The contract language requires the contractor to contain or cover all material <br />during transportation to the disposal or processing site. In addition, the <br />contractor shall use due care to prevent materials placed in the collection <br />containers from being spilled or scattered during the collection or transportation <br />process. During the collection transportation process, the contractor is required <br />to clean up litter in the immediate vicinity of any storage area (including the <br />areas where collections bins are delivered for collection) of any materials that <br />escape from the collection vehicle or collection containers as a result of the <br />contractor’s service. <br /> The San Leandro Police Department (SLPD) actively enforces existing vehicle <br />codes (California Vehicle Code Section 23114) by giving citations and fines to drivers of vehicles with uncovered loads that are identified within San Leandro <br />jurisdictional area. The California Highway Patrol (CHP) also has active enforcement of uncovered loads going into the closed landfill transfer station as <br />access is provided via a state highway. The SLPD coordinates enforcement with CHP for these activities. <br />Staff Dedicated to Visible Trash Removal <br />Continued Pre-MRP Actions: <br />Public Works employees are assigned to respond to public reporting of trash in the area, as well as to perform random area checks for trash buildup. <br />342
