File Number: 16-351 <br />(Contractor has researched San Leandro businesses and created a list of businesses <br />that could provide material for their project.). <br />(v) Documentation of personal contacts with San Leandro businesses or nonprofit <br />organizations informing them of the opportunity to subcontract or supply to the project; <br />(Contractor is contacting these businesses to develop points of contact; they have <br />written a solicitation letter they will send to the businesses requesting quotes for them <br />for materials for this project [attached]). <br />(vi) Documentation of good faith negotiations with San Leandro businesses and <br />nonprofit organizations to subcontract or supply to the project; (submitted as they <br />occur). <br />(vii) Making the project plans, specifications and in the case of construction, design or <br />engineering contract, the City Engineer’s estimates available for review upon the <br />request of interested San Leandro businesses and San Leandro nonprofit <br />organizations; (the solicitation letter will provide information as to where plans and <br />specifications for the project can be obtained). <br />(viii) Documentation of requests for assistance from San Leandro community <br />organizations, San Leandro contractors or professional groups, local, State or Federal <br />business assistance offices or other organizations that provide assistance in the <br />recruitment and placement of San Leandro businesses and San Leandro nonprofit <br />organizations, if any are available. <br />Current Agency Policies <br />·City Council Goal: Maintain and enhance San Leandro’s infrastructure. <br />·City Council Goal: Support and implement programs, activities and strengthen <br />communication that enhances the quality of life and wellness, celebrates the arts and <br />diversity and promotes civic pride <br />Applicable General Plan Policies <br />·Action EH-4.1.A: Trash Capture Devices. Develop a funding plan for the installation and <br />maintenance of trash capture devices on City storm drains, in order to comply with the <br />unfunded State mandate for 100 percent trash capture in local storm drain systems. <br />Permits and/or Variances Granted <br />An Encroachment Permit will be procured from the City’s Engineering Department as <br />necessary. <br />Environmental Review <br />·This project is determined to be exempt under the California Environmental Quality Act <br />(CEQA) Guidelines Section 15302 (Replacement or Reconstruction). The project involves <br />installation of screens in front of downstream connector pipes of existing storm drains. <br />·Contractor crews shall provide and set out traffic control safety cones and signs to create a <br />safe work zone.
