Members of the San Leandro City Council <br />City of San Leandro 835 East 14th Street <br />San Leandro, CA 94577 <br /> <br /> Re: Medical Cannabis Dispensary License Application from Blüm <br /> <br />Dear Mayor Cutter and Honorable Members of the San Leandro City Council, <br /> <br /> I am writing regarding the Blüm medical cannabis dispensary’s application for a dispensary license in San Leandro. <br /> <br />My Office advises and works closely with the City Administrator, who is <br />responsible for issuing permits and overseeing compliance with Oakland’s medical <br />cannabis regulatory scheme. <br />During the years that Blüm has operated in Oakland, we have seen no evidence <br />of any problems with any facet of its operations, including compliance with state and <br />local laws. In fact, all evidence indicates that Blüm has been a model medical cannabis <br />dispensary, a safe and professional source of medicine for Oakland patients and a highly respected member of our business community. <br /> <br /> As you may know, Blüm ranked the highest among all applicants during <br />Oakland’s 2011 Request for Permit Application process based on the strength of its <br />application, its management team’s professionalism, its conformance with Oakland’s regulations and its commitment to safe distribution of medicine to patients. <br /> <br /> I credit much of Blüm’s success to its management team led by Board Chair <br />Salwa Ibrahim. Ms. Ibrahim is a skilled leader and an experienced professional with a <br />track record of integrity in the medical cannabis industry. <br />447
