DR <br />A <br />F <br />T <br />City of San Leandro FY 2014‐2015 CAPER 19 <br />OMB Control No: 2506‐0117 (exp. 07/31/2015) <br />Actions taken to develop institutional structure. 91.220(k); 91.320(j) <br />The City coordinates with other City departments, social service agencies, other cities, and the County of <br />Alameda to enhance the delivery of services and housing through the Continuum of Care Council. The City <br />supports that Alameda County Continuum of Care Council and participates in meetings regularly to enhance <br />coordination with other jurisdictions and countywide social service agencies. The City also works closely with <br />the Alameda County Housing and Community Development Department to adopt and provide support for its <br />Alameda County EveryOne Home Plan to end chronic homelessness. <br />Actions taken to enhance coordination between public and private housing and social service <br />agencies. 91.220(k); 91.320(j) <br />Using CDBG funds, the City subcontracted with five (5) non‐profit agencies to provide social services programs. <br />In addition, the City participates in the HOME Consortium (HOME TAC) with six (6) other cities and the County <br />of Alameda. <br />The City also supports the Housing Authority of the County of Alameda (HACA) to operate the Section 8 Rental <br />Assistance Program within San Leandro. <br />Identify actions taken to overcome the effects of any impediments identified in the jurisdictions <br />analysis of impediments to fair housing choice. 91.520(a) <br />The City continues to adhere to its current Fair Housing Action Plan to address impediments that the 2010 <br />Alameda County HOME Consortium AI identified for the City. <br />Fair housing choice is protected under state and federal law. All government actions and policies are formulated <br />and implemented so that fair housing law is upheld. Impediments to fair housing choice are defined as any <br />actions, omissions, or decisions taken because of race, color, sex, disability, familial status or national origin that <br />restrict housing choices or the availability of housing choice; or any actions, omissions or decisions that have this <br />effect. This definition applies to both the private and public sector. <br />The HOME Consortium Analysis of Impediments to Fair Housing (AI) includes jurisdictional demographic <br />information for each local jurisdiction in the Consortium, an evaluation of the jurisdictions fair housing status, a <br />description of public and private impediments to fair housing choice, an assessment of current public and private <br />fair housing programs, and conclusions and recommendations. The Analysis is compiled with input and <br />contributions from each local jurisdiction in the Consortium, public housing authorities, fair housing <br />organizations, and HUD's Pacific/Hawaii Region Fair Housing and Equal Opportunity (FHEO) Division. The <br />Analysis of Impediments is produced at the Consortium level because constraints to fair housing choice occur <br />both at the local and regional level, by both private and public sector policies and actions. In addition, the <br />opportunities for eliminating impediments to fair housing choice are found at the local and regional <br />level. Regular updates on fair housing issues and programs are presented at the meetings of the HOME <br />Consortium Technical Advisory Committee, the Urban County Technical Advisory Committee, and the Housing <br />and Community Development Advisory Committee. In January 2015 a new FY15‐FY19 AI was adopted to <br />coincide with the FY15‐FY19 Consolidated Plan.
