Therefore, the Cumulative with Proposed Plan <br />impact is considered to be significant. <br />Implementation of the following measures would improve <br />intersection operations during the AM peak hour to LOS D: <br /> Add an additional northbound left-turn lane on E. 14th Street. <br />This would result in the northbound approach having two <br />SU
