SAN LEANDRO GENERAL PLAN UPDATE DRAFT FEIR <br />('ITY nF SAN ILEANDRO <br />REVISIONS TO THE DRAFT EIR <br />1.3.42 Reduced Industrial Development Alternative <br />In the Reduced Industrial Development Alternative, some of the industrial areas on the proposed Plan <br />land use map would be converted to residential uses. This would have the benefit of reducing industrial <br />uses that would create new sources of Toxic Air Contaminants (TACs) near new sensitive receptors. <br />3.2 REVISIONS TO CHAPTER 3, PROJECT DESCRIPTION <br />The bulleted list on page 3-16, continuing onto page 3-17, of the Draft EIR is hereby amended as followed: <br />■ Downtown <br />■ The recommendations of the 2007 Downtown TOD and Downtown Design Guidelines would <br />continue to be implemented. <br />■ Downtown's role as the city's civic and cultural gathering place would be elevated. <br />■ Mixed-use infill development on vacant and underutilized sites would be encouraged throughout <br />the area. <br />■ Along East 14th Street, land use changes would focus on active ground floor uses, such as retail, <br />with upper -story housing above. <br />• The Town Hall Square site and vacant former CVS at Davis Street and East 14th Street would be <br />redeveloped. <br />• The City would seek opportunities to improve pedestrian circulation and restore the street grid <br />around the historic plaza, and enhance access to linear open space along San Leandro Creek. <br />• The six -story height limit east of the BART station would be maintained. <br />GhaFae+ .d by III I e4lees n.d M HIt6_fa +- 0y h„ <br />• Historic resources would be preserved, and a historic district around Casa. Peralta would be <br />created. <br />Proposed Zoning Code amendments to Article 6, Commercial and Professional Districts, for Professional (P), <br />Downtown Area (DA), and DA -1 Districts on page 3-23, continuing onto page 3-24, of the Draft EIR are <br />hereby amended as follows: <br />3-2 AUGUST 2016 <br />
