The new Caltrans <br />mission, vision, and goals signal a modernization of our approach to California's transportation <br />system, in which we seek to reduce statewide vehicle miles traveled (YMT) by 15 -percent by <br />2020 and increase non -auto modes of active transportation. Caltrans plans to increase non -auto <br />mode shares by 2020 through tripling bicycle, and doubling pedestrian and transit trips. These <br />'targets also support the Metropolitan Transportation Commission's (MTC) Regional <br />Transportation Plan/Sustainable Communities Strategy (RTP/SCS), which promotes the increase <br />of 'non -auto mode shares by ten percentage points and a decrease in automobile VMT per capita <br />by ten percent. The following comments are based on the Revised Draft Environmental:Impact <br />Report (RDEIR), <br />PiRied Understanding <br />The Proposed general plan update would replace the existing General Plana for the City of San <br />Leandro, which was last comprehensively updated in 2002. The planning horizon for the <br />proposed plan is 2035. The overall purpose of the General Plan is to create a policy framework <br />that articulates a vision for long term physical form and development, while preserving and <br />enhancing the quality of life for San Leandro's residents. The proposed plan does not include any <br />specific development, The project also includes amendments to the Zoning Code and zoning map <br />to bring these regulatory, documents into conformance to, the updated general plan. <br />The majority of proposed changes to the General Plan land use map consist of the m - designation <br />of sites that were previously designated as Office (now an obsolete land use designation), or the <br />application of the new land use designations to sites that were previously designated for other <br />uses.
