The project's fair share contribution, cont. <br />financing, scheduling, implementation responsibilities, and Lead Agency monitoring should be <br />fully discussed for all proposed mitigation measures. <br />Vehicle Dip Reduction <br />Please note that Caltrans embraces a Fix -It Firy policy regarding the commitment of <br />transportation funds, focusing on, maintenance and rehabilitation. Priority for expansion of the <br />State Transportation Network is second to investing, in the management, preservation, and A02-02 <br />efficient operation of the existing infrastructure. We support measures to reduce VMT and <br />increase sustainablemode shares. The following comments regarding housing and parking are <br />related to reducing vehicle trips. <br />Housing. ire encourage the City to seek methods to increase the number of housing units that <br />would be constructed under the proposed plan. To reduce the amount, of traffic generated by new <br />development, the plan includes "a commitment to balance job growth and housing growth to <br />avoid the need for regional cross -commuting" (Integrating ,and Use and Transportation A02-03 <br />Planning inset, p. 4-9). However, the 2035 growth forecast for new jobs more than doubles that <br />of new housing units, locreasing the number of housing Units will achieve a better housing-tO- <br />jobs ratio And reduce vehicle trips. <br />Parking. Please confirm that there is an existing, unmet need for additional parking, as <br />suggested in the Parking section of the draft EIR (p. 4-45), Please also confirm that any increase <br />in parking supply as described would not increase VNff and impact the State Highway Systern. A02-04 <br />Reducing parking supply can encourage alternate forms of transportation, reduce regional <br />vehicle miles traveled, and lessen future im pacts. <br />As the City develops a Parking Management Plan, Please consider eliminating minimum parking <br />requirements or implementing maximum parking ratios in the City's three existing Priority <br />Development Areas (PDAs), Secure locations for bicycle parking in PDAs should also be <br />identified, to encourage active transportation and further reduce VT, <br />Please refer to Refibming Parking Policies to Support Sniart Growth—a Caltrans -funded MTC <br />study—for sample parking ratios and strategies that support compact growth.
