The City Manager is responsible for carrying out the <br />policies and ordinances of the City Council, for overseeing the day–to–day operations of the <br />City and for appointing the heads of the various departments. <br /> <br />Biographies of certain senior managers of the City are as follows: <br />Chris Zapata, City Manager. Chris Zapata has served as the City Manager of the City <br />since January 2012. During more than 30 years working in local government, he has held <br />executive management positions with and managed complex projects for a number of California <br />and Arizona municipalities including National City, California and the Arizona communities of <br />Glendale, Superior, Eloy, Phoenix, Goodyear and Flagstaff. Mr. Zapata joined the City in 2012 <br />after serving for seven years as City Manager of the southern San Diego County community of <br />National City. In 2010 and while working in National City, he was the sole recipient of the <br />League of California Cities Award for Advancement of Diverse Communities in recognition of his <br />talents managing economic and cultural diversity. Prior to serving National City, Mr. Zapata was <br />the Deputy City Manager for Glendale, Arizona. During the 1990s, he served as City Manager <br />of Eloy and Superior, both in Arizona. Mr. Zapata holds a Bachelor’s degree from the Northern <br />Arizona University. <br />David Baum, Finance Director. David Baum has served the City as its Finance Director <br />since April 2012. Prior to joining the City, he served as the chief financial officer for the San <br />Jose, California Redevelopment Agency for over 20 years, until the State’s action to abolish <br />redevelopment agencies in 2011. Immediately prior to working for the City, Mr. Baum worked <br />as a consultant for municipal entities and served as interim finance director of the City of <br />Hercules, California. He has also previously served as a long time school board member and <br />worked as an auditor with Peat Marwick, prior to that firm’s merger to form the firm of KPMG. <br />Mr. Baum holds a bachelor’s degree in Economics from Stanford University.
