<br />City’s property tax collections reflect actual delinquencies, plus penalties collected for
<br />prior year’s delinquencies.
<br />
<br />Assessed Valuation. All property is assessed using full cash value as defined by
<br />Article XIIIA of the State Constitution. State law provides exemptions from ad valorem
<br />property taxation for certain classes of property such as churches, colleges, non–profit
<br />hospitals, and charitable institutions. See “CONSTITUTIONAL AND STATUTORY
<br />LIMITATIONS ON TAXES AND APPROPRIATIONS” in the body of the Official
<br />Statement.

<br />Future assessed valuation growth allowed under Article XIIIA (new construction,
<br />certain changes of ownership, 2% inflation) will be allocated on the basis of “situs”
<br />among the jurisdictions that serve the tax rate area within which the growth occurs.
<br />Local agencies and schools will share the growth of “base” revenues from the tax rate
<br />area. Each year’s growth allocation becomes part of each agency’s allocation in the
<br />following year.
