City of San Leandro <br />Meeting Date: November 21, 2016 <br />Staff Report <br />Agenda Section:File Number:16-559 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Sanitary Sewer Line <br />Replacement/Repair 2012-13 Project, Project No. 2013.0120 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council accept the work by Con-Quest Contractors, Inc. for <br />the Sanitary Sewer Line Replacement/Repair 2012-13 Project and authorize the City Manager <br />to file the Notice of Completion, release the performance and payment bonds, and release the <br />maintenance bond upon successful completion of the one-year maintenance period. <br />BACKGROUND <br />The subject project replaced approximately 2,200 linear feet of pipe of various sizes, built or <br />reconstructed 26 manholes, along with other miscellaneous repair items as identified on the <br />project plans. These improvements increased the sanitary sewer system’s reliability, reduced <br />the frequency of required maintenance, reduced the risk of sewage overflows and improved <br />system access and efficiency of maintenance operations. <br />Composite non-metallic manhole frames and covers were installed on a trial basis at several <br />locations where sewer gases have corroded the existing metal frames and covers; the <br />performance of these items will be monitored. The non-metallic manhole frames and covers <br />are lighter than their metal counterparts, are unattractive to metal thieves, and are corrosion <br />resistant. The composite covers have locks operable only with special tools to deter <br />unauthorized access. <br />Analysis <br />On April 20, 2015 the City Council awarded the construction contract for the subject project to <br />Con-Quest Contractors, Inc. Construction is complete. The work was inspected and deemed <br />to comply with the contract documents and City standards. <br />Page 1 City of San Leandro Printed on 11/16/2016
