City of San Leandro <br />Meeting Date: November 21, 2016 <br />Resolution - Council <br />Agenda Section:File Number:16-587 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION Authorizing the City Manager to Submit Applications for the <br />CalRecycle Rubberized Pavement Grant Program (Authorizes the City <br />Manager to submit applications to the CalRecycle Rubberized Pavement <br />Grant Program to receive reimbursements to make rubberized pavement <br />materials cost competitive with traditional pavement materials) <br />WHEREAS, Public Resources Code sections 40000 et seq. authorizes the Department <br />of Resources Recycling and Recovery (CalRecycle), formerly known as the California <br />Integrated Waste Management Board, to administer various Grant Programs (grants) in <br />furtherance of the State of California’s (State) efforts to reduce, recycle and reuse solid waste <br />generated in the State, thereby preserving landfill capacity and protecting public health and <br />safety and the environment; and <br />WHEREAS, in furtherance of this authority CalRecycle is required to establish <br />procedures governing the application, award and management of the grants; and <br />WHEREAS, CalRecycle grant application procedures require, among other things, an <br />applicant’s governing body to declare by resolution certain authorizations related to the <br />administration of CalRecycle grants. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1.That the City Manager is authorized to submit an application to CalRecycle for the <br />Rubberized Pavement Grant Program; <br />2.That the City Manager, or his designee, is hereby authorized and empowered to <br />execute in the name of the City of San Leandro all grant documents, including but <br />not limited to, applications, agreements, amendments and requests for payment, <br />necessary to secure grant funds and implement the approved grant project; and <br />Page 1 City of San Leandro Printed on 11/16/2016
