City of San Leandro <br />Meeting Date: January 17, 2017 <br />Staff Report <br />Agenda Section:File Number:16-703 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving the Updated City of San Leandro <br />Sewer System Management Plan <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of the updated Sewer System Management Plan (SSMP) <br />as required for compliance with the Statewide General Waste Discharge Requirements Order <br />No. 2006-0003-DWQ. <br />BACKGROUND <br />On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Order No. <br />2006-0003 Statewide General Waste Discharge Requirement for Sanitary Sewer Systems <br />(Statewide WDR). The Statewide WDR requires public agencies that own or operate sanitary <br />sewer systems with more than one mile of pipe to develop and implement a Sewer System <br />Management Plan (SSMP). The WDR also defines the requirements for reporting sanitary <br />sewer overflows (SSO). On July 26, 2013, the SWRCB authorized Order No. <br />WQ2013-0058-EXEC, Amending Monitoring and Reporting Program for Statewide General <br />Waste Discharge for Sanitary Sewer System (Amended MRP); the Amended MRP became <br />effective on September 9, 2013. <br />The SSMP defines tasks, tools, and strategies in use by City staff to properly manage and <br />maintain the sanitary sewer system, with the primary purpose of reducing the number of <br />sanitary sewer overflows. <br />The SSMP must include the following eleven elements and must be approved in a public <br />meeting. <br />I.Goals <br />II.Organization <br />Page 1 City of San Leandro Printed on 1/10/2017
