Discussion Regarding MacArthur Blvd/Superior Ave Traffic Roundabout <br />Associate Engineer Kyle Lei presented an update on the MacArthur Blvd/Superior Ave Traffic <br />Roundabout project. <br />Mayor Cutter expressed concerns regarding bicyclists and pedestrians in close proximity to <br />each other on the sidewalk as well as the crosswalk east of the roundabout that crosses <br />on-coming traffic from vehicles exiting the freeway. To prevent an accident, she prefers <br />locating the crosswalk elsewhere, and providing better accommodation for bicyclists in the <br />design. <br /> <br />Councilmember Lopez commented that at a 2016 community meeting, 30 out of 32 residents <br />wanted speed bumps installed on Superior Ave. Committee expressed a desire for <br />MacArthur/Superior roundabout to be built well and to accommodate all users to gain <br />residents’ support for future roundabouts. <br />Councilmember Lopez inquired about the possibility of using redevelopment funds to install <br />traffic signals instead of a roundabout so that bicyclists will not have to share the sidewalk. <br />K. Cooke suggested staff research ROW requirements for an alternative design that better <br />accommodates bicycles including the purchase of property from Caltrans. <br />J. Kay stated that staff would need to study the feasibility of using these funds to install traffic <br />signals since redevelopment funds were returned to the City specifically for a roundabout <br />project. <br />Member of the public S. Hufstader commented that the current design concept will benefit <br />bicycles since the left turn off Foothill Blvd is already a difficult maneuver. Forcing bicyclists to <br />dismount would be problematic. She observed that if the goal is to have bikes on the street, <br />then a slip lane is a problem. If the goal is to have bikes on sidewalk away from traffic, then <br />space is a problem. She suggests a separate bikeway on the same grade as the sidewalk <br />using paving separators. <br />Mayor Cutter expressed her appreciation for the work staff has put into this current design. <br />Committee requests to staff: <br />- K. Lei to provide Mayor Cutter with a dimensioned drawing of the latest concept; she will <br />email it to the Mayor of Carmel, Indiana. This locale has many roundabouts that the City’s <br />design can be compared to. <br />- Revise design for May 3rd meeting.
