<br />3-2-102 ADMINISTRATIVE HEARING BODYRESERVED. <br />“Administrative Hearing Body” shall mean three (3) City of San Leandro department manager <br />level employees designated by the City Manager to hear and decide upon together, <br />administrative enforcement cases under this Chapter. <br />3-2-103 LIS PENDENSRESERVED. <br />“Lis Pendens,” which may also be known as a “Certificate of Nuisance,” is a written notice drafted by staff that is recorded against a property to notify property owners, and bona fide <br />purchasers of property for value that an action and fine under this Chapter was recorded against a <br />property. Such lis pendens shall not supersede, but shall be in addition to, at the discretion of the <br />Enforcement Official, any lien or special assessment recorded upon a property pursuant to enforcement of this Chapter’s provisions. <br />3-2-105 OWNER. <br /> “Owner” shall mean any person owning property, as shown on the last equalized <br />assessment roll for City taxes or the lessee, tenant or other person having charge or possession of <br />the property. <br />3-2-110 PERSON. <br /> “Person” shall mean any individual, partnership, corporation, association or other <br />organization, however formed. <br />3-2-115 PROPERTY. <br /> “Property” shall mean all real property, including, but not limited to, front yards, side yards, back yards, driveways, walkways, sidewalks, parkway strips, curbs, the area between the back of the sidewalk and the property line, parking lots, and shall include any building located on <br />such property. <br />3-2-120 WEEDS. <br /> “Weeds” shall mean as defined in California Government Code Section 39561.5, as it may be amended. <br />ARTICLE 2. REMOVAL PROCEDURE <br />3-2-200 SIDEWALKS. <br /> No owner of property within the City of San Leandro shall permit or allow grass, weeds <br />or other vegetation to obstruct the sidewalk or street abutting such property. <br /> <br />3-2-205 PRIVATE PROPERTY AND PUBLIC RIGHT-OF-WAY. <br /> No owner of property within the City of San Leandro shall permit or allow grass over a <br />height established by the City Manager in the Administrative Code, weeds, rubbish or any <br />262
