B. All materials must be dated. <br /> C. The Police Chief shall present submitted materials to the Municipal Employee <br /> Relations Officer for approval prior to posting. The actual posting of materials <br /> will be done by the City and as soon as reasonably possible. Unless special <br /> arrangements are made, materials posted will be removed thirty-one (3 1) days <br /> after posting. Materials, which the Police Chief considers objectionable, will not <br /> be posted, provided, however, the Police Chief shall first discuss and receive <br /> concurrence from the Municipal Employee Relations Officer. <br /> D. The City reserves the right to determine where bulletin boards shall be placed and <br /> what portions of them are to be allocated to employee organizations'materials. <br /> E. An employee organization that does not abide by these rules shall be subject to <br /> forfeiture of its right for a period of thirty (30) days to have materials posted on <br /> City bulletin boards. <br /> Section 5. City Rights <br /> The rights of the City include, but are not limited to,the exclusive right to determine the mission <br /> of its constituent departments, commissions and boards; set standards of service; determine the <br /> procedures and standards of selection for employment and promotion; direct its employees; take <br /> disciplinary action; relieve its employees from duty because of lack of work or for other <br /> legitimate reasons; maintain the efficiency of governmental operations; determine the methods, <br /> means and personnel by which government operations are to be conducted; determine the <br /> content of job classifications; take all necessary actions to carry out its mission in emergencies; <br /> and exercise complete control and discretion over its organization and the technology of <br /> performing its work. <br /> Section 6. Pay and Classification <br /> The recognized classifications and those rates of pay, which are to be effective during the period <br /> of this Memorandum of Understanding, are enumerated in Appendix "A" which is attached <br /> hereto and made a part hereof. <br /> The appendix reflects wage adjustments as follows: <br /> A three (3%) percent across the salary schedule adjustment effective December 1, 2016. In lieu <br /> of retroactivity covering the period January 1, 2016 through November 30, 2016, all unit <br /> members, as of October 1, 2016, will also receive a one-time payment of $4,000 paid via <br /> separate check. <br /> A three (3%)percent across the salary schedule adjustment effective July 1, 2017. <br /> A three (3%)percent across the salary schedule adjustment effective July 1, 2018. <br /> A two (2%)percent across the salary schedule adjustment effective July 1, 2019. <br /> 4 <br />
